In Washington, construction stormwater coverage comes from Construction Stormwater General Permit (permit no. WAR3xxxxx coverages under the CSWGP), issued by Washington State Department of Ecology. It took effect January 1, 2026 and expires December 31, 2030.
Where we can help. You provide a Certified Erosion and Sediment Control Lead (CESCL) for inspections (S4.B). Weekly sampling and a 60-day NOI with public notice also apply.

What a SWPPP Desk plan covers here
We prepare a site-specific plan written to WAR3xxxxx coverages under the CSWGP, with each section mapped to the permit part it answers. You, the operator, review and sign it and keep it on site.
Checkout open in Washington. State ruling: Sell (client supplies CESCL). The site check on the plan page applies these conditions before payment. See coverage.
Before checkout you confirm:
- You will supply a Certified Erosion and Sediment Control Lead (CESCL) for the inspections.
What we do not do
- Our plans are not sealed or stamped. BMPs that need design calculations, such as sediment basins and post-construction practices, come from your design professional.
- The operator signs the plan and is responsible for it.
- We do not visit or inspect sites.
- We do not file the NOI or any permit application for you. We tell you which form and portal the permit names.
