Terms and refunds

Effective October 19, 2026. SWPPP Desk is operated by Vertexium Environmental Solutions LLC, Aubrey, Texas ("we").

1. The service

We prepare a written stormwater pollution prevention plan (SWPPP) for a construction site: a SWPPP prepared for coverage under the applicable state or EPA construction general permit, from the information and drawings you provide. Small site package: $449, for sites disturbing 1 to under 5 acres. Large site package: $749, for sites disturbing 5 acres or more or part of a larger common plan of 5 acres or more. Prices are in US dollars and do not include government permit fees.

2. What we do not do

• We do not provide a PE stamp, sealed drawings or engineering design. Plans are prepared under the direction of Mohamed Elansary, PhD.
• We do not inspect or visit sites.
• We do not file the NOI, site notice or any other form with TCEQ or any MS4, and we do not pay any government fee.
• We do not provide legal advice and do not guarantee that any regulator will accept the plan or that your site will be free of violations.

3. Your responsibilities

The operator signs the SWP3, site notices and certifications and is responsible for implementing, maintaining and updating the plan, conducting inspections, and complying with the permit and any local requirements. You are responsible for the accuracy of the information and drawings you give us.

4. Out-of-scope sites: full refund before work

We do not take sites that involve any of the following. If we find one of these before we start, we refund the full price:

• Engineered BMPs
• Sediment basins
• Discharges to impaired or 303(d)-listed waters
• Work in or affecting wetlands or streams
• Local rules that require a sealed plan
• Data-center projects (see TCEQ's notice on its CGP page)
• Sites in any state or locality that requires a sealed plan or a certified preparer (for example California QSD) are out of scope and refunded before work

5. Other refunds

Refund requests and billing questions: billing@swpppdesk.com. If we cannot deliver your plan, we refund the full price. If your disturbed area falls in the other size class, we tell you before work and either refund the difference or ask you to pay it before we start. Once we have started work on an in-scope site, the fee is not refundable, but we will correct errors in our plan at no charge if you tell us within 30 days of delivery.

6. Delivery

We aim to deliver by email from orders@swpppdesk.com the next business day (Monday to Friday, excluding US federal holidays, Central Time) after your inputs are complete. Inputs are complete when we have the intake form, drawings and answers to any follow-up questions.

7. Liability

To the extent allowed by law, our total liability for any claim relating to the service is limited to the amount you paid for it. We are not liable for fines, penalties, delays or indirect losses.

8. Payments

Payments are processed by Stripe. We do not see or store your full card number.

9. Governing law

These terms are governed by the laws of the State of Texas.
