SWPPP requirements in Dallas, Texas
In Dallas, all construction, regardless of size, must comply with Dallas City Code Sec. 19-118. Sites of 1 acre or more also follow TCEQ's Construction General Permit, TXR150000, as small (1 to under 5 acres) or large (5+ acres) construction sites.

Local requirements in Dallas
- All construction activities in Dallas, regardless of size, must comply with Dallas City Code Sec. 19-118. Source
- Sites of at least 1 and under 5 acres follow the TXR150000 small-site rules, and sites of 5 acres or more follow the large-site rules, in addition to City Code requirements. Source
- Dallas Stormwater Management accepts TCEQ CGP notices (NOI, Construction Site Notice, NOC and NOT) only by email to SWMsubmittals@dallas.gov; it no longer accepts hand-delivered notices or notices emailed to individual staff. Questions: 214-948-4022. Source
- Under TXR150000, small sites give the MS4 operator a copy of the signed site notice at least 2 days before construction. Source
Scope flags
We found no city requirement for a sealed SWP3 on the Dallas pages we reviewed. If your project has BMPs that need engineering design, a sediment basin, impaired receiving waters or a locally required sealed plan, it is out of scope, and the checkout gate stops the order before payment.
