In South Carolina, construction stormwater coverage comes from NPDES General Permit for Stormwater Discharges from Construction Activities (permit no. SCR100000), issued by SC Department of Environmental Services (SCDES). It took effect March 30, 2026 and expires March 29, 2031.
Where we can help. Sites of 2 acres or less with no coastal-zone trigger. Over 2 acres the C-SWPPP must be stamped by a PE, RLA or Tier B surveyor (3.1.2.B-D).

- C-SWPPP is reviewed and approved before coverage.
- On-site SWPPP is a condensed version of the approved C-SWPPP.
What a SWPPP Desk plan covers here
We prepare a site-specific plan written to SCR100000, with each section mapped to the permit part it answers. You, the operator, review and sign it and keep it on site.
Checkout open, with limits in South Carolina. State ruling: Sell, limit: 2 acres or less, no coastal-zone trigger. The site check on the plan page applies these conditions before payment. See coverage.
Before checkout you confirm:
- The site is not where the coastal-zone rule requires a licensed preparer.
Acreage limit in South Carolina: up to 2 acres.
What we do not do
- Our plans are not sealed or stamped. BMPs that need design calculations, such as sediment basins and post-construction practices, come from your design professional.
- The operator signs the plan and is responsible for it.
- We do not visit or inspect sites.
- We do not file the NOI or any permit application for you. We tell you which form and portal the permit names.
