In Oregon, construction stormwater coverage comes from NPDES 1200-C Construction Stormwater General Permit (permit no. 1200-C), issued by Oregon Department of Environmental Quality (DEQ). It took effect December 15, 2025 and expires December 14, 2030.
Where we can help. Sites under 20 acres, using natural buffer zone option 1, with no sediment basin. You supply an inspector holding a Schedule B.1 credential.
At a glance

Points that are easy to miss
- Inspector must hold a credential from Schedule B.1.
- Natural buffer zone choice within 50 ft of waters drives who must stamp the ESCP.
- Annual fee continues until DEQ approves termination.
What a SWPPP Desk plan covers here
We prepare a site-specific plan written to 1200-C, with each section mapped to the permit part it answers. You, the operator, review and sign it and keep it on site.
Checkout open, with limits in Oregon. State ruling: Sell, limit: under 20 acres. The site check on the plan page applies these conditions before payment. See coverage.
Before checkout you confirm:
- The site does not use natural buffer zone option 2 or 3.
- You will supply an inspector holding a Schedule B.1 credential.
Acreage limit in Oregon: under 20 acres.
What we do not do
- Our plans are not sealed or stamped. BMPs that need design calculations, such as sediment basins and post-construction practices, come from your design professional.
- The operator signs the plan and is responsible for it.
- We do not visit or inspect sites.
- We do not file the NOI or any permit application for you. We tell you which form and portal the permit names.
