Checked October 20, 2026 against the permit text published by Mississippi Department of Environmental Quality. Sources and sections are listed at the end of this page.
In Mississippi, construction stormwater coverage comes from Large (MSR10) and Small (MSR15) Construction Storm Water General Permits (permit no. MSR10 (5+ ac) / MSR15 (1-<5 ac)), issued by Mississippi Department of Environmental Quality (MDEQ), Office of Pollution Control. It took effect MSR10 February 4, 2022; MSR15 administratively continued and expires MSR10 January 31, 2027; MSR15 continued past its April 30, 2024 expiry until reissued.
At a glance
| Item | What the permit says |
|---|---|
| How coverage is obtained | Large: LCNOI to MDEQ, Certificate of Coverage (MSR10 ACT3-ACT4). Small: complete the SCNOI and SWPPP before work and keep them on site; submit to MDEQ only if requested (MSR15 ACT3, ACT4 S-1) |
| Agency fee | None: MDEQ general permits do not require a fee (MDEQ SWPPP Guidance Manual FAQ) |
| Who may prepare the plan | SWPPP 'prepared in accordance with sound engineering practices' (MSR10 ACT5 T-1; MSR15 ACT5); no license or seal named |
| Who inspects | Qualified personnel (MSR10 ACT6) |
| Inspection frequency | After rain events that produce a discharge and at least weekly, minimum four per month, by qualified personnel (MSR10 ACT6; MSR15 ACT6, T-10) |
| State forms and templates | MDEQ forms package: inspection and certification forms, employee training log |
Points that are easy to miss
- MSR10 expires January 31, 2027: watch for the recoverage form.
- Small sites: the SCNOI is filled in and kept on site, and sent to MDEQ only when MDEQ asks; failing to complete it before work is a violation (MSR15 ACT4 S-1).
- Correct deficiencies within 24 hours of the inspection.
- Staff training must be logged and kept on site (ACT5 T-20, T-21).
- Coastal counties need the County Utility Authority clearance form.
What a SWPPP Desk plan covers here
We prepare a site-specific plan written to MSR10 (5+ ac) / MSR15 (1-<5 ac), with each section mapped to the permit part it answers. You, the operator, review and sign it and keep it on site.
Checkout open, with limits in Mississippi. State ruling: Sell. The site check on the plan page applies these conditions before payment. See coverage.
Large sites only. Extra hold (state research, K 2026-10-20): large sites (5 acres or more, MSR10) only. Small sites fall under MSR15, which we have not verified yet, so small Mississippi sites are not offered yet.
What we do not do
- Our plans are not sealed or stamped. BMPs that need design calculations, such as sediment basins and post-construction practices, come from your design professional.
- The operator signs the plan and is responsible for it.
- We do not visit or inspect sites.
- We do not file the NOI or any permit application for you. We tell you which form and portal the permit names.
