Checked October 20, 2026 against the permit text published by Idaho Department of Environmental Quality. Sources and sections are listed at the end of this page.
In Idaho, construction stormwater coverage comes from IPDES Construction General Permit (permit no. IDR100000), issued by Idaho Department of Environmental Quality (DEQ). It took effect February 10, 2022 and expires February 9, 2027.
Where we can help. You supply an inspector trained as Section 6.3 requires (EPA construction inspection course with exam, or an equivalent certification). The permit expires 2027-02-09; plans will be re-checked against the reissued permit.
At a glance
| Item | What the permit says |
|---|---|
| How coverage is obtained | SWPPP developed before the NOI; NOI through DEQ's IPDES E-Permitting System by the Table 1 deadlines (Section 1.4) |
| Agency fee | Not stated in the sources we checked. |
| Who may prepare the plan | No licence, seal or certification named for the SWPPP (Section 7.1) |
| Who inspects | Must have completed the EPA construction inspection course and passed the exam, hold an equivalent current inspection certification, or work under someone who does (Section 6.3) |
| Inspection frequency | At least every 7 calendar days, or every 14 days and each day of discharge from a 0.25 in or greater storm (Section 4.2) |
| State forms and templates | No mandatory state SWPPP template named in the permit |
Points that are easy to miss
- Inspectors need EPA course completion with exam or an equivalent certification (Section 6.3).
- IDR100000 expires February 9, 2027; watch for the reissued permit.
- Use the IPDES E-Permitting System for the NOI unless DEQ grants a waiver (Section 1.4).
What a SWPPP Desk plan covers here
We prepare a site-specific plan written to IDR100000, with each section mapped to the permit part it answers. You, the operator, review and sign it and keep it on site.
Checkout open, with limits in Idaho. State ruling: Sell (client inspector trained; re-check at 2027 reissue). The site check on the plan page applies these conditions before payment. See coverage.
Before checkout you confirm:
- You will supply an inspector trained under the permit (EPA construction inspector course or an equivalent certification, IDR100000 §6.3).
What we do not do
- Our plans are not sealed or stamped. BMPs that need design calculations, such as sediment basins and post-construction practices, come from your design professional.
- The operator signs the plan and is responsible for it.
- We do not visit or inspect sites.
- We do not file the NOI or any permit application for you. We tell you which form and portal the permit names.
