In Alaska, construction stormwater coverage comes from APDES Construction General Permit (permit no. AKR100000), issued by Alaska Department of Environmental Conservation (DEC). It took effect February 1, 2026 and expires January 31, 2031.
Where we can help. Sites under 20 acres disturbed. At 5 acres and up you supply the AK-CESCL-certified Storm Water Lead and inspector that Table 4 requires.

Points that are easy to miss
- At 5 acres and up the Storm Water Lead/SWPPP Manager and inspector must be AK-CESCL certified (Appendix C, Table 4).
- Over 20 acres the SWPPP preparer must be AK-CESCL certified and visit the site (Table 4); we do not take these sites.
- Say in the SWPPP which inspection schedule you follow (Part 6.1.2).
What a SWPPP Desk plan covers here
We prepare a site-specific plan written to AKR100000, with each section mapped to the permit part it answers. You, the operator, review and sign it and keep it on site.
Checkout open, with limits in Alaska. State ruling: Sell, limit: under 20 acres (client supplies AK-CESCL inspector at 5+ acres). The site check on the plan page applies these conditions before payment. See coverage.
Before checkout you confirm:
- If the site disturbs 5 acres or more, you will supply an AK-CESCL certified inspector.
Acreage limit in Alaska: under 20 acres.
What we do not do
- Our plans are not sealed or stamped. BMPs that need design calculations, such as sediment basins and post-construction practices, come from your design professional.
- The operator signs the plan and is responsible for it.
- We do not visit or inspect sites.
- We do not file the NOI or any permit application for you. We tell you which form and portal the permit names.
